Constitution of HOCKEY M1ZORAM

 

ARTICLE - I: ORGANISATIONAL ENTITY

Name of Organisation : Hockey Mizoram

Date of Establishment : 15th January 2012

Affiliation : Regn. No. 623 of 02.04.2015

Motto : Hockey for Unity

Headquarters : Aizawl, Mizorarn

All District Hockey Organisation shall be affiliated to Hockey Mizoram.

Emblem:        Mizoram Map shall be embossed within the Circle and the image of two Hockey stick shall be impressed Cris-Crossed with one Hockey bail in the middle. The name Hockey Mizoram shall be written along the circle line with a sign of ESTD 2012.

Flag:               The colour of Flag shall be White colour, bearing the emblem of Hockey Mizoram in the middle. On the top of the emblem a semi - circle line shall be drawn which shall carry “Hockey Mizoram” in between the two semicircle line. Just below the emblem “Mizoram” shall be inscribed on the left hand side top “ESTD” shall be written and on the top right hand side “2012” shall be written.

Size:                Flag shall be made in three sizes

  1. a) 3'/2' (three feet by two feet)
  2. b) 4’/2’ (four feet by two feet)
  3. c) 6’/4’ (six feet by four feet)

 

OBJECTIVES:

1) To motivate the youth in the game of Hockey.

2) To bring up good citizen through the game of Hockey and to promote    professionalism.

3) To prevent the youth from the sin of drinks and drugs abuses.

4) To keep physical & mental fitness.

ARTICLE - II: MEMBERSHIP

All persons who are genuine citizen of Mizoram can become a member on attainment of the age of 18. He shall abide all rules and regulations enforced by Hockey Mizoram.

ARTICLE - III : MEMBERSHIP FEE & SUBCRIPTION

1) Hockey Mizoram shall affiliate itself to Hockey India.

2) District level Hockey Association shall be established in all the district of Mizoram. All such District Association shall be affiliated to Hockey Mizoram and all Hockey Club/Village Level Association shall seek affiliation to District Level Hockey Association.

3) Any Institution who takes interest in Hockey Game may seek Associate Membership to the Hockey Mizoram. On receipt of such application, Hockey Mizoram may grant Associate membership to the Institution or Department but associate members shall not have right to vote in the election of the Hockey Mizoram.

4) All affiliated Associations shall pay initial membership fee of Rs 500/-. After paying the membership fee, such affiliated organizations shall pay Annual Fee of Rs 300/- every year.

ARTICLE - IV : TERMINATION & CESSATION OF MEMBERSHIP

The Executive Committee of Hockey Mizoram shall have the power to suspend or terminate any or all members on the following grounds.

  1. a) On ground of death.
  2. b) When a member tender his resignation in writing.
  3. c) When a member acted against the will of the public or on violation of the laws enforced by the Govt.
  4. d) When a member commits crime, or involved in any criminal act.
  5. e) When a member acted against the interest of Hockey Mizoram. When a member absented himself for three consecutive times of the Hockey Mizoram, without obtaining leaves of absence.
  6. g) When a member violate any part of the constitution of Hockey Mizoram or when he refuse to follow the order of the Exe. Committee

ARTICLE -V : RE - ADMISSION

The Executive Committee may re-instate any suspended or terminated member, if the Executive Committee (after examining his case) is satisfied that. The person(s) shall bear good behaviour in future.

ARTICLE - VI: REGISTER OF MEMBERS AND PROPERTIES

The General Secretary shall maintain Membership register and Property Register. All properties of the Hockey Mizoram shall be entered in the Property Register.

ARTICLE -VII: GENERAL BODY DEFINED

The General Body shall consist of all the Office Bearers & Exe. Committee Members and two representatives of each affiliated District Associations. (One woman members & one male member)

ARTICLE - VIII: GENERAL BODY MEETING

  1. All affiliated District Association shall have the right to send two representatives (one man & one woman) in the General Body Meeting.
  2. All Agenda item shall be prepared by the Exe. Committee Agenda/Proposals for All General Body Meeting shall be sent to the Secretary at least 15 days in advance.
  3. The General Body Meeting shall be held at least once in a year.
  4. Quorum: Two - third of the total membership shall form a Quorum.
  5. Notice : All General Body Meeting notice shall be served at least 10 days in advance.

ARTICLE - IX : RIGHT & PRIVILEGES OF MEMBERS

  1. All members are permitted to attend Social Meeting, Cultural programme and Educational Function’s organized by Hockey Mizoram or its affiliated units.
  2. All members shall be entitled to make I.D Card, on payment of fee prescribed for the purpose.

ARTICLE -X : DUTIES OF MEMBERS

  1. It shall be then duty of a member to participate in an election of the Office Bearers.
  2. It shall be the duty of a member to take part In any function organized by the association.
  3. It shall be the duty of a member to inform the association whenever he got information’s, which are important for the Hockey Mizoram.
  4. It shall be the duty of a member to abbey and follow the rules and regulations enforced by the Association.

ARTICLE - XI : EXECUTIVE MEMBERS

  1. a) There shall be 20 - 24 Executive Members, appointed by the General Body Meeting to look after the affairs of the Hockey Mizoram.
  2. b) The term of the Executive Member shall be four years, unless otherwise cut short by death or by decision of the competent authority.
  3. c) All meeting notice shall be served to the members at least 7 days in advance, enclosing all agenda papers.
  4. d) Executive Meeting shall be called at least once in a quarter.
  5. e) Emergency Meeting may be called by giving 24 hrs notices in advance if situation arises. Quorum shall form if 2/3 membership are present in the emergent meeting.

ARTICLE - XII: COMPOSITION OF EXE. COMMITTEE

  1. a) The Executive Committee shall consist of:-

1) President - 1

2) Senior Vice President - 1

3) Vice President - 3

4) General Secretary - 1

5) Joint Secretary - 2

6) Treasurer - 1

7) Fin. Secretary - 1

  1. b) Executive Members 10-14 nos

(Male & Female ratio shall be 50:50)

 

ARTICLE - XIII: TERMINATION OF MEMBERS OF EXECUTIVE COMMITTEE

All members of the Exe. Committee shall be liable to disciplinary action, in accordance with the provisions cited at Article - IV. 

ARTICLE - XIV: POWER & FUNCTIONS OF EXECUTIVE COMMITTEE

  1. a) The Executives Committee shall chalk out programmes or agenda which are essential for the active functioning of the Association.
  2. b) All decisions shall be made by a simple majority of vote.
  3. c) The Executive Committee shall be the highest authority in matters of administration. All calendar of works and date & venue of election shall be finalized by the Executive Committee.
  4. d) The Executive Committee may appoint Senior Advisor and Patron.

ARTICLE - XV : RESTRICTION ON HOLDING OFFICE

Any person who is involved in any criminal or corruption cases shall not hold any office of Hockey Mizoram.

Any Government Servant, who intend to hold office under this Association shall have to obtain permissions from. his employers.

ARTICLE - XVI: POWERS AND DUTIES OF OFFICE BEARERS

The functions of the various office bearers shall be as follows:

  1. President: He shall he the head of the Association. He shall preside over the meetings. He shall have financial power up to Rs 30,000/- provided such expenditure shall have to be ratified in the following Executive Meeting.
  2. Sr. Vice President: He shall assist the President for the discharge of all his functions. He shall take charge of President in his absence.
  3. Vice President: He shall assist President and Senior Vice President in all Official duties. He shall take responsibility in absence of the President/Sr. Vice President.
  4. General Secretary: He shall be the record keeper and shall look after all files register & records. He shall function under the direction of the President. He shall serve notices for any meeting.
  5. Joint Secretary: He shall assist the General Secretary. And he shall discharge duties in absence of General Secretary.
  6. Treasurer: He shall be the custodian of all •funds of the organisation. He shall keep and maintain Cash Book. He shall inform the President whenever required.
  7. Financial Secretary: He shall maintain Register for all cash transactions. He shall give all financial reports to the higher authorities.
  8. Executive Committee Members: Executive Committee Members shall consist of all Office Bearers and other Executive Members. It shall be his duty to attend all the meeting. In case of inability to attend the meeting he shall in form the General Secretary. If an Executive Committee Members absented himself consecutively for three times, it shall be deemed as terminating himself from membership of the committee.

 ARTICLE - XVII: FILLING UP OF CASUAL VACANCIES

The Executive Committee shall have the power to fill up any Vacancies that may arise. And such arrangement shall have to be ratified in the next General Body Meeting. 

ARTICLE - XVIII : APPEAL

The Executive Committee decision shall be final in matters of any appeal made by any members or affiliated associations. 

ARTICLE - XIX: ELECTION

  1. Election of the Office Bearers of Hockey Mizoram shall be held in the month of January, following the expiry of the previous term.
  2. Detail of Election shall be drawn up by the then Executive Committee.
  3. Election shall be a principle of Secret Ballot. He who scores the highest votes shall get elected. In case of tie, fresh voting shall be taken. In case of tie in the second voting, the Returning Officer shall make a decision, by a toss of coin.
  4. The following shall haves vote in the election:
  5. a) Incumbent Executive Committee Members.
  6. b) Two Representatives of a District Hockey Association from each affiliated association (one male & one female member)
  7. Newly elected office bearers shall take charge within 15 days from the date of election.
  8. Election officials such as, Returning Officer and Polling Officers shall he appointed by the existing Executive Committee.
  9. Hockey Mizoram shall always have equal number of man and women in the Executive Committee. If a Post of President is held by a male President, the post of Sr. Vice President & General Secretary shall be held by female members. If the President Post is held by female members, then the post of Senior Vice President and General Secretary shall go to the male members.

ARTICLE XX: HOCKEY DISTRICT

  1. a) District Hockey Organisation shall have then following Post.
  2. i) President -l
  3. ii) Vices President -1

iii) Secretary -1

  1. iv) Asst. Secretary -1
  2. v) Treasurer -1
  3. vi) Fin. Secretary -l
  4. b) District Hockey shall have male and female members in equal numbers.
  5. c) The term of Hockey District office bearers shall be three years. Newly elected offices bearers shall be submitted to Hockey Mizoram within 15 days from the date of election.
  6. d) All Clubs/Association at village level shall seek affiliation to Hockey District.

ARTICLE - XXI: SOURCE OF INCOME

All organizations under Hockey Mizoram, shall generate income from the following sources —

  1. a) Annual Fee
  2. b) Donation & Contribution
  3. c) Grant from State Government or Central Government.
  4. d) Tournament Sponsorships and Prizes from donors. 

ARTICLE - XXII : PROPERTIES OF HOCKEY MIZORAM

All properties shall be marked and registered by a person - in - charge. Property in-charge shall he selected by the executive committee.

ARTICLE - XXIII : GIFT

All gift received by Hockey Mizoram shall not be disposed off without the knowledge of the Registrar, Firms & Societies, Government of Mizoram.

ARTICLE - XXIV: FINANCIAL YEAR

The accounting year of Hockey Mizoram shall be 1st April to 31st March of the following year.

ARTICLE - XXV: AUDIT

1) The account of the Hockey Mizoram shall be audited by a Chartered Accountant or Society Auditors.

2) In case of any dispute or difficult problems, the Executive Committee shall decide the case.

3) Any dispute arising within the organization shall be referred to the Mizoram State Sports Council.

4) All properties of the Association shall be submitted to the Mizoram State Sports Council, in case of dissolution of Hockey Mizoram, by a competent authority/or due to cessation of functions for any reason.

ARTICLE - XXVI: AWARDS

Hockey Mizoram shall give out Awards or decoration to outstanding Players.

  1. a) Medal Winner at International Level.
  2. b) Medal Winner at National Level.
  3. c) Medal Winner at North East Level.
  4. d) Any other players who deserved award in the opinion of the Executive Committee.

ARTICLE - XXVII: CONDOLENCE AND FELICITATION

  1. Bereavement:
  2. a) On the death of any Executive Committee member, a condolence of Rs 3000/- with wreath.
  3. b) In case of death of spouse parents or children of the Executive Committee Member, a condolence wreath.
  4. Felicitation:

In case of marriage of an Executive Member, the Hockey Mizoram shall give a felicitation of Rs 2000/- (or equivalent) if a formal invitation is extended to the Association.

ARTICLE - XXVIII : MANAGEMENT OF ACCOUNTS

All funds of the Association shall be kept in the bank account, which shall be jointly operated by the Treasurer & Financial Secretary.

ARTICLE - XXIX: INSPECTION OF ACCOUNTS & RECORDS

All books of Accounts, register and files shall be opened for inspection by any member of Hockey Mizoram or any higher authority.

ARTICLE - XXX: SUBMISSION OF ANNUAL REPORT/RETURNS

As provided in Mizoram Societies Registration Act 2005, Annual Report, duly signed by the President and the General Secretary, shall be submitted to the Registrar, Firms & Societies, Govt. of Mizoram, along with audited accounts every year.

ARTICLE - XXXI: DISSOLUTION

The Hockey Mizoram can be dissolved in tune with the provisions of Sec. 25 & 28 of the Mizoram Societies Registration Act 2005.

ARTICLE - XXXII: LEGAL PROCEEDINGS

The Hockey Mizoram shall be represented either by the President or General Secretary or any Executive Committee member selected by the Executive Committee in any Legal Proceedings in the Court of law.

ARTICLE - XXXIII : AMENDMENTS

1) Any amendment to the Construction shall be carried out only in accordance with Sec 9 of the Mizoram Societies Registration Act 2005.

2) Any Constitutional amendment proposal shall be routed to the General body Meeting for approval.

3) The General Body Meeting of Hockey Mizoram is competent to suggest or approve any constitutional amendments.

ARTICLE - XXXIV : APPLICATION OF ACT

The Constitution of Hockey Mizoram is in line with the provision of Mizoram Societies Registration Act 2005. We confirm that all contents and clauses above are accepted by us for the governance of our association (namely Hockey Mizoram). In witness thereof we append our signatures.
